Can you submit a book proposal without first writing the book? Will an idea and sample chapter suffice? I have a book idea and I started writing it, but I really have no idea whether or not it will appeal to anyone. I have no sense of how interesting these aspects of my life may or may not be.
I wish to keep this project a secret until it is truly underway and have no one to pre-read it (at least no one that I can trust to be brutally honest). Can I submit a sample chapter and book proposal to agents or should I have the final work complete first? I would hate to spend so much time writing a book that no one will ever want to read.
Also, please note that I do not think my idea is a bad one or I would not press forward with it. I just have no concept of what will be interesting for others to read.

What are the steps to writing a well-developed proposal to a book publishing company? I'm not a very experienced writer, but I sure do have a newsworthy story to tell. I'm not familiar with the steps to getting my story out to the press. What should be included in the cover letter and proposal? How long should the writing sample be? Any other advice? Please help!

Where is the best place to find an agent for a friend who is in the process of writing a nonfiction book? He is in the process of writing a nonfiction book. He will be sending out a query letter within the next week and would like to find a literary agent in the Boston or New York City area to represent him. What is the best way to go about it and are there any web sites he could visit to see sample query letters, proposals, contacts and to find nonfiction book agents' web sites? When editing a book do you? I have completed my novel. I worked on it for 3 years...
However, the last year has just been constant editing. I've gone over it seven times. Every time I finish editing it, I think I've spotted all mistakes. Yet, when I start editing from page one again, I see the mistakes unfold.
Now, I don't really have enough cash to hire an editor. Nor do I want to self publish. I have gotten as much feedback/criticism I need from writing critique websites.
I have a finished book proposal (query letter, synopsis and sample chapters) which I feel is fine and professional. It's just, when I read my book I get really worried about the strangest things. Like, if the sentence is fluent, but one word makes it sluggish, then I change it immediately. It's got to the point now where I don't even recognise my own work.
It is like a completely different story with the amount of times I've changed things, which others have said was great already.
My point is, do any of you writers find it hard to stop editing your novel? Do you become obsessed with your own work and over-analyse the smallest of details?
I guess my question is, what is the appropriate amount of time to spend on the editing cycle of your finished manuscript?
I know from first hand, that changing things too much can ruin the story completely.
Please, state your opinion on the matter. Is a year -- just for editing -- too long? Should I perhaps move on to other projects?

@Joss: Stop reading too much into this single question. How many times in my questions have I mentioned that I've been writing for years, and that I've many amateur/professional novels completed? I have said that a lot. Also, I'm not a liar so don't question my integrity or honesty. This novel (Isn't finished yet) is a novel which I can't help but panic about. My other novel (completely different genre, one I am comfortable with.) is finished and has been read by literary agents in London. I am yet to be published, but I would happily send you the 120,000 word novel in which you are getting confused with this question.
The novel specific to this question is riddled with mistakes that I'm struggling to remove no matter how many times I read over it. Jeez, if you let me explain I would tell you my reasons for asking different questions relevant to different novels!
I'm not trying to fool anyone. You can think I'm a liar/fraud if you like... but that doesn't mean I'm not serious about
