First of all, what you are talking about is a 'Literary Agent.' They read the books and decide if they should be published and then they send them off to publishing companies such as Scholastic, etc. But firstly, judging by your grammer, the first step would be to fix your spelling. Take four year English, journalism, creative writing and other writing courses, and maybe something along the lines of literature, etc. And yes, it would be very smart to go to University although I don't believe there is a straight degree plan soley for the occupation of becoming a literary agent....but I would major in something like creative writing or journalism.
Keep in mind that not too many literary agents are able to make a living off what they do unless they get a soon-to-be very popular book like Harry Potter published. This doesn't happen too often and most have to get second jobs. But don't let this discourage you if it's what you want to do - just do your homework on your intended career path so there are no big surprises at the end of your journey.

1. Start reading serious newspapers and opinion pieces, like the sort you might find in The Atlantic, or the International Herald Tribune. You don't have to become an devotee of global politics; even when the Atlantic covers an entertainment show, their approach is thoughtful and intelligent.
