Publishers work with Literary Agencies. You must get a Literary Agent to read your manuscript. If interested, he or she, will submit the manuscript to publishers.
Buy a copy of The Writer's Market. It lists Literary Agents and Publishers.

Here's what you do. First you make sure your work has been edited and proofread many times, be sure this is your best copy. You need to know who to address your manuscript to and you must know what genre your work falls under so you know what publisher to contact. Different companies publish different things.
I suggest buying a copy of Writer's Market or go online and look at this site: http://www.writersmarket.com
You write each publisher a query letter, which is a short introduction of your work. You make a copy of your work and DO NOT send the original out. You send the copy because many times your work will NOT be returned. You will be waiting for some time usually before you get a response, and sadly sometimes you will not get the response you are looking for. Don't give up.
