How to verify reasonable expectation of commercial distribution for copyright preregistration of a book?

Hi all,
I am working on a book, actually a role-play game/book, and I want to preregister it, but the copyright.gov website says I have to have a certificate which claim that I can verify "reasonable expectation of commercial distribution". I do not know where to find a certificate of that kind or if I should write one. Has anybody done that before or know how to do it?

Sounds to me like they mean you need a contract in hand, but I Am Not A Lawyer, so I have no idea.
