How does a book proposal differ from a plot synopsis and query letter?

For a novel.
The book IS already written, and this is for an agent who requests both, not for a publisher.
In fact, they don't. That's why I'm asking.

Book proposals are more for established writers. A new writer would have great difficulty getting into see a publisher to begin with, let alone pitch an idea for a book they have not yet written. The only real exception to this is with Non-Fiction.
A plot synopsis and query letter are for a book that is already written.
